Partial and gradual lifting of travel bans

On June 11, the European Commission recommended to Schengen Member States (including Malta) to prolong temporary restrictions on non-essential travel until June 30. Following that date, a progressive approach of lifting restrictions which were temporarily applied as a result of COVID-19 should be undertaken.

Restrictions are to be lifted for countries which are selected by Member States after taking into account a set of principles and criteria which include but are not limited to:

  • The country’s health situation;
  • Ability to apply containment measures during travel; and
  • Reciprocity considerations.

The European Commission also issued guidance to its Member States to ensure resumption of visa operations abroad so that the process is well co-ordinated in the coming months.
