European Neighbourhood Instrument

The European Neighbourhood Instrument (ENI) will promote political cooperation and economic integration between the European Union and its partner countries.

The ENI covers 16 partners to the East and South of the European Union’s borders. Through ENI, the EU offers its neighbours a privileged relationship, building upon a mutual commitment to values and principles such as democracy and human rights, the rule of law, good governance, market economy principles and sustainable development and climate action.

The EU aims to promote prosperity by supporting its neighbouring countries in issues which deal mainly with human rights, democracy and encouraging security and stability by working closely with its European neighbours. Actions should mainly target energy, transport, development and industrial cooperation including tourism, Small Medium Enterprises (SMEs), and migration and security amongst others.

Eligible countries are Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, the Republic of Moldova, Morocco, the occupied Palestinian territory, Russia, Syria, Tunisia and Ukraine.
