The EU’s humanitarian aid is now recognised in as a self standing policy in the area of the EU’s external action. A coherent, complementary and coordinated EU approach to the provision of humanitarian aid ensures that scarce resources are used efficiently to meet identified needs and supports the drive to more effective international humanitarian response.
The HAI targets crisis response, prevention and management. It will provide response to natural and man-made disasters, based on the international principles of humanitarian law, and through the use of specialised organisations.
