Joint Employment Report 2022

The Joint Employment Report, published yearly by the European Commission and the Council, monitors the key employment and social developments in the EU and the Member States and identifies related priority areas for policy action.

The Report primarily looks back at the labour market trends of this year, marked by the impact of COVID-19. It shows that the labour market recovery is taking hold, yet employment and total hours worked are not yet back to pre-crisis levels. Moreover, the crisis has been cushioned by the swift and decisive policy action at Member State and EU level.

Forward looking, the report focuses on the implementation of the European Pillar of Social Rights, aimed at strengthening the EU’s drive towards a green, digital and fair transition and to contribute to achieving upward social and economic convergence, while addressing the demographic challenges.

The report also integrates the three new 2030 EU headline targets on employment, skills and poverty reduction, agreed at the Porto Social Summit on May 9.

Together with cohesion funds, the implementation of the reforms and investments foreseen in Member States’ recovery and resilience plans (RRPs) are expected to promote a fair, inclusive and sustainable recovery.
