The aim of this regulation is to modernise existing legislation on fertilisers with a view of improving nutrient recycling.

European Commission

In March 2016, the Commission published a legislative proposal on fertilising products as part of its circular economy action plan.

European Parliament

The proposal was assigned to the IMCO committee within the EP which adopted a report on July 13, 2017.  Amendments to the report were adopted in plenary on October 24, 2017.

Council of the EU

The Council adopted its position on the proposal on December 20 2017, yet this was not published.

Negotiation Stage

On November 20, 2018, the Parliament and Council reached a compromise agreement in interinstitutional trialogue negotiations.  The EP formally adopted the text in plenary on March 27, 2019 and the Council rubber-stamped the agreement on May 21, 2019.

Final Adoption

The final act was signed by the co-legislators on June 5 2019 and published in the Official Journal of the EU on 25 June 2019 as Regulation (EU) 2019/1009

Local Implementation

The regulation will apply as from 16 July 2022
