Internal Security Fund (ISF)

Security

The aim of the internal security fund is to contribute to projects which will ensure a high level of security in the Union. The programe will look to dedicate €1.9 billion to finance actions in the fight against terrorism and other crimes such as organised crime, cyber crime and the protection of victims. The largest share of financing from this programme will be provided directly to member states who will look to implement their multiannual national programmes. Further to this, the Commission will also release a number of calls to implement actions which have a particular EU added value.

The objectives of the programme are as follows:

  1. prevention and combating of terrorism, radicalisation, organised crime and cyber crime;
     
  2. assisting and protecting victims of crime;
     
  3. preparing for, protecting against and  effectively managing security related incidents risks and crises. 


The activities that can be implemented under calls published through this programme will focus on supporting the European Security Agenda. These activities will in turn lead to the achievement of the above mentioned objectives. The activities which can be implemented include:

  • the purchase/procurement of ICT systems, associated training, testing as well as their improved interoperability and data quality;
     
  • education and training for relevant law enforcement and judicial authorities and administrative agencies;
     
  • exchange information sharing between different agencies across the EU;          
     
  • monitoring of the implementation of EU law and policy objectives in Member States in the area of security information systems;
     
  • cross-border cooperation through joint operations.

The main beneficiaries of this programme include:

  • police;
     
  • customs;
     
  • other specialized law enforcement services (such as cyber crime units);
     
  • local public bodies;
     
  • NGOs.
