Informal European Council Meeting – October 7, 2022

EU leaders met in Prague to discuss the war in Ukraine, energy and the economy

EU Heads of State or Government met in Prague to discuss Russia's war against Ukraine and its impact on the energy situation in Europe, including its economic ramifications. This meeting paved the way for the upcoming European Council to be held in Brussels on October 20 and 21, at which the leaders are expected to reach decisions and adopt conclusions on the three issues.

Russia’s war against Ukraine
EU leaders discussed the eighth sanctions package, which was adopted on October 6, 2022, and which came in response to Russia's sham coercive 'referenda' and illegal annexations in Ukraine. The package includes both economic and individual sanctions and most notably, it will help deprive the Kremlin's military of key technologies, such as semi-conductors.

EU leaders reiterated their full support to Ukraine and stated that they will stand by Ukraine for as long as it takes. In this context, EU leaders discussed military training missions for Ukraine, continued financial support and support for Ukraine’s reconstruction.

They also stressed the importance of reaching out to third countries to counter the Russian narrative and expressed their determination to support their partners across the world to address food security issues.

Energy crisis
EU leaders focused on three areas that they deemed as essential to tackle the energy crisis: reducing electricity demand, enhancing security of supply and guaranteeing affordable prices for households and businesses.

In this context, leaders stressed the importance of ensuring that gas stocks are filled up as much as possible and discussed common purchasing platforms for energy resources, which are gradually being set up.

This informal European Council meeting took place after the first meeting of the European Political Community brought together leaders from across the European continent in a spirit of unity.
